Aang was not passive during the fight because he wanted to save the world genius. He would not half-ass a fight. Being passive means u dont relish or seek violence. But as we saw with monk gyatso airbenders are willing to fight seriously

Another thing I want to point out is Aang was firebender amped during this as well.

Again being able to react to someone does not make one stronger. Aang not only would have to react to Ozai's attacks but put up a guard to block himself from damage or dodge and then dish out his own attacks that connect. He failed to do succeed with this because Ozai was shown being just as capable in reacting to his opponent's attacks as Aang was. Making their speed and reaction =.
Aang's air pockets were overpowerd by Ozai. His earthbending defense was overpowered by Ozai. You cant use water since Base Aang's waterbending defense has no scalings against Ozai's power. Ozai's pure physical durability was enough to withstand multiple AS attacks.
Deciding not kill someone does not mean ur holding back. Aang never said he wasnt willing to fight Ozai to save the world he simply asked for a peaceful alternative. What Aang did say is that he doesnt want kill Ozai.
